BILL TO AMMENT THE BASIC LAWS OF ICT SECTOR APPROVED

The Parliament approved the amendments of Law on Communication, Law on Radio Wave and Law on Post.

The Law on Communications of Mongolia was adopted in 1995 and has been amended eight times. However, the existing law can no longer foster development of communications market and promotion of fair competition, and distribution of quality products and services of telecommunications to citizens and legal entities. Hence, a Bill to amend the Law includes a number of regulations such as clarifying the duties of the Communications Regulatory Commission of Mongolia, increasing its role in tariff regulation of market competition, determining the sector’s monopolist, prohibiting any activity that is contrary to the competition, and ensuring inter-sector coordination to develop information technology through one policy and planning.

The Law on Radio wave were added some provisions concerning to reduce negative impacts of radio frequencies on public health and environment, increase economic benefits of radio frequency usages and update terms and descriptions in line with international treaties as well as Radio Regulation of ITU. Furthermore, it determines the legal status of freelance professional council to be responsible for preparing for WRC and its regional preparatory meetings, implementing international radio frequency coordination, introducing of new technologies and providing professional opinions and recommendations.

The Law on Post was updated by provisions concerning the definitions of main postal network, status of designated operator, unified postal code, frequency, route and timing of service delivery and to bring them to the international standards.
